THE PURPOSE OF POSITION
This position is primarily responsible for the day-to-day financial transactions for the projects and ensuring effective project implementation within the organization follows compliance finance policy, procedures and donor’s requirements. Provide financial tasks support to the finance department to ensure tasks are completed on time and good quality and promote stewardship and accountable of fund and resource of the organization.
DUTIES AND RESPONSIBILITIES
Key Result #1: Accuracy, Timely Financial Process and Data Management
Ensure accurate processing journals Cash Disbursement, Cash Receipt are done on daily basis and forward to Finance Officer for review and import into MSD.
Verify proper account code and cost center have been recorded and attached with
appropriate supporting documents and ensure correct analysis into journals.
Check all payment documentations to ensure they are correct and comply with policies before analysis journals.
Monitor and keep follow up for staff outstanding documents to complete with journal
documents.
Assist in preparing other journals as required from supervisor.
Receive finance documents delivery from all field offices and check documents to ensure its correct and no documents missing.
Prepare financial documents in filling.
Check, verify and settle outstanding lists from staff.
Tracking and distributing financial forms to all offices.
Developed a self-checking process to ensure errors are picked up.
Assist in Handle Petty Cash when Finance Officer is absent.
Key Result #2: Internal Control and Financial Compliance
Ensure adequate internal controls and policy are fully complying and increasing the
operational efficiency, detecting fraud and ensuring compliance with relevant regulations.
Closely monitor all financial activities and report to supervisor of all situations which have the potential for a negative impact on internal controls or financial performance.
Ensure tax obligation are fully applying.
Liaise with auditor during audit exercise.
Build and maintain good relationships with all FH staff and external stakeholders.
Assist in any financial activities.

Education Experience:
Bachelor’s degree (Accounting, Banking, Business Administration or other related subject) or equivalent combination of education and experience.
Minimum of 1 years’ experience in Finance and accounting function.
Supervisor Responsibilities: This position does not have direct supervisory responsibilities.
Language: Proficiency in spoken and written Khmer and English. Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or government regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the public.
